At the close of the conflict: 1st – 7th August, 2008
On 1st August, 2008, first news about the outbreak of a local border conflict in the region appeared. There were repeated armed skirmishes under way between the Georgian army and South Ossetian troops which claimed several victims also in the ranks of civilians. The parties accused each other of escalating the conflict: the Georgian party accused South Ossetian separatists of shelling nearby Georgian settlements, whereas South Ossetia referred to the shelling of Ossetian villages and the town of Tskhinval. On 2nd August, the evacuation of the inhabitants of South Ossetia to the capital of North Ossetia Vladicaucas began. A meeting of the State Minister of Georgia for Reintegration and the Commander of Joint Peacekeeping Forces Marat Kulakhmetov was held in Tskhinval. On 3rd August, Georgia started to move its troops and artillery technology from the town of Gori to the borders with South Ossetia. On 4th August, five battalions of the 58th Russian Army of the North Caucasus Military District were relocated to the immediate vicinity of the Roki Tunnel on the border between North Ossetia and South Ossetia. On 5th August, the de facto President of South Ossetia Eduard Kokoity cancelled the planned bilateral negotiation with Georgian side. On 7th August, Georgian President Mikheil Saakashvili declared a unilateral armistice. In a television appearance, he offered the role of the guarantor of the autonomous status of South Ossetia to the Russian Federation and peace talks to South Ossetia. He said that the Georgian army wouldn’t react on shelling from Georgian positions and appealed to the parties to take reciprocal measures. On 7th August at 23:30, Georgia launched the bombardment of the town of Tskhinval, South Ossetia triggered retaliatory shelling. In a television live broadcast, the Chief of Staff of Peacekeeping Operations of the Georgian Army Mamuka Kurashvili announced the start of an operation leading to the restoration of constitutional order in South Ossetia.
8th August, 2008
01:40 – The de facto President of South Ossetia Eduard Kokoity informed about Georgia starting a military conflict.
02:30 – The Georgian Government accused South Ossetia of shelling perpetually Georgian settlements and informed about the forcible abolition of unilaterally declared armistice.
02:45 – The General Staff of Joint Peacekeeping Forces announced that Georgia launched military operations in the territory of South Ossetia. Fights at access communications to the town of Tskhinval broke out. Electricity supplies were cut off in the town.
02:50 Georgia informed of the forcing out of South Ossetian armed formations from the villages of Didmucha, Muguti and Dmenis.
03:18 – South Ossetia asked the Russian Federation for military aid.
03:50 – The Prime Minister of the de facto Government of South Ossetia Yuriy Morozov informed about a total destruction of the village of Chetagurovo.
04:00 – Russia called for a UN Security Council Emergency Session.
04:35 – Georgia informed of the seizure of control over five villages in the surrounds of the town of Tskhinval leading to the besieging of the town.
05:12 – Georgian jets Su-25 shelled positions in South Ossetia.
06:50 – News about continuing artillery fire on Tskhinval and the hit of peacekeeping forces’ position appeared.
07:15 – News agencies informed of the cessation of fire in Tskhinval.
08:43 – Georgian fighter jets Su-25 attacked position in the village of Kvernet.
08:41 – Georgian radio “Imedi” informed of the seizure of Tskhinval.
08:56 – Georgian fighter jet attacked the village of Djava, which lay beyond the conflict zone.
09:30 – Russian Federation’s Emergency Session headed by President Dmitry Medvedev started in the Kremlin.
09:40 – Abkhazia moved its army towards Georgia.
09:45 – Russian Prime Minister Vladimir Putin negotiated about the situation in South Ossetia with the Premier of the State Council of the People’s Republic of China Wen Jiabao.
10:00 – UN Security Council session was unavailing.
11:00 – Vladimir Putin said that retaliatory measures would be taken against Georgia.
10:15 – Georgian television channel Rustavi-2 informed that Chcinval was intruded by 600 Georgian soldiers. It at the same time reported the seizure of control over 11 villages around Tskhinval.
10:15 – Georgian television channel Rustavi-2 informed about an air raid on the town of Gori conducted by three Russian fighter jets Su-24. It simultaneously reported the shooting down of one of them.
11:00 – Georgian media announced the bombardment of Gori by four Russian fighter jets.
11:03 – Russian peace contingent informed of victims and injured in the aftermath of Georgian Army’s attack.
11:05 – A meeting of the de facto President of South Ossetia and the President of North Ossetia Taymuraz Mamsurov was held.

13:29 – The Georgian Defence Ministry informed that the Russian Federation applied heavy military technology in South Ossetia.

13:42 – The Russian Defence Ministry denied information regarding the shooting down of Russian fighter jets.

14:28 – The mayor of Tbilisi Gigi Ugulava informed about the seizure of control over 70 per cent of Tskhinval and a three hour ceasefire.
14:45 – A meeting of Vladimir Putin and US President George Bush was held.
15:00 – Russian President Dmitry Medvedev voiced the intention to protect the citizens of the Russian Federation living in South Ossetia.
15:30 – The Commander of Joint Peacekeeping Forces Marat Kulakhmetov stated that Tskhinval was practically destroyed.
15:33 – The Secretary of the Security Council of South Ossetia Anatoliy Barankevich informed that the Georgian Army was moving from Tskhinval.
15:44 – The Georgian Air Force started to bomb the town of Tskhinval.
15:55 – OSCE announced the intention to send a representative to the region with the aim of supporting peace talks.
16:14 – Russian armoured technology entered Tskhinval.
16:19 – The Georgian Defence Ministry reported that the Russian Air Force attacked Georgian air base in the town of Vazian.
16:26 – German Chancellor Anglea Merkel appealed to the parties for truce. She at the same time highlighted the need of preserving Georgian territorial integrity.
16:30 – The Commander of North Ossetian Battalion of Joint Peacekeeping Forces Kazbek Friyev announced the cessation of shelling of the town of Tskhinval.
16:41 – Georgia reported the shooting down of two Russian military planes.
17:02 – NATO Secretary General Jaap de Hoop Scheffer appealed to the parties for an immediate suspension of fighting and the launch of direct negotiations.
17:25 – The Russian Army reported the death of more than ten soldiers in South Ossetia.
17:30 – Georgia informed about the shooting down of four Russian fighter jets.
17:45 – The State Minister of Georgia for Reintegration Temur Yakobashvili stated that Tskhinval was under the control of Georgian Army. The Defence Ministry of the Russian Federation said that the 58th Russian Army of the North Caucasus Military District was in the immediate vicinity of Tskhinval.

19:40 – Georgia withdrew its peacekeeping contingent from South Ossetia.
19:44 – Troops of Russian 58th Army destroyed centres of resistance from which the Georgian Army shelled the positions of Russian peacekeeping contingent and the town of Tskhinval.
19:47 – The Russian Defence Ministry announced the destruction of Georgian Army’s firing points by the troops of 58th Army of the North Caucasus Military District.

21:20 – Georgian authorities said that the Georgian Army controlled the whole territory of South Ossetia with the exception of the village of Djava, whereas Russian televisions reported that Georgian troops abandoned Tskhinval.
21:22 – 12 members of Russian peacekeeping forces relocated in Tskhinval died and 150 were injured in the aftermath of an artillery fire conducted by the members of Georgian armed forces.
22:26 – Russian peacekeeping troops fought against the Georgian Army in the southern part of Tskhinval.
22:29 – Russian Foreign Affairs Minister Sergey Lavrov had a call with US Secretary of State Condoleeza Rice. According to the Russian Foreign Affairs Ministry it had been the third call between the Foreign Affairs Minister of the Russian Federation and US Secretary of State.

00:17 – Georgian fighter jet was shot down over South Ossetia.
00:20 – The Commander of Joint Peacekeeping Forces Marat Kulakhmetov informed that the town of Tskhinval was almost completely under the control of South Ossetian troops and that Georgian forces managed to stay only in small bases in the outskirts.
01:12 – Georgian channel Rustavi-2 reported that the Russian Navy was shelling five strategic spots in various parts of Georgia including the harbour Poti and a military base in Senaki.
01:15 – The Chairperson of the Press and Information Committee of the unrecognised Republic of South Ossetia Irina Gagloyeva stated that Tskhinval was fully liberated from Georgian troops.
02:00 – Georgia continued in bombing Tskhinval’s residential districts by means of high-calibre artillery systems
02:00 – Another UN Security Council emergency session was unavailing. The Special Representative of Georgia Irakli Alasanya accused the Russian Federation of conducting a massive invasion of Georgian sovereign territory. The Permanent Representative of the Russian Federation Vitaly Churkin argued that Georgia had forced the Russian Federation to intervene by committing ethnic cleansings in South Ossetia. The members of UN Security council agreed on the resumption of consultations.
02:08 – The Russian Army announced that Georgia didn’t stop the shelling of Chcinval’s residential districts. Nevertheless, Russian peacemakers strengthened by 58th Army’s troops destroyed a large number of Georgian armoured technology and a fighter jet of the Georgian Air Force.

16:44 – At the instigation of US side, George W. Bush made a phone call with Dmitry Medvedev in which the President of the Russian Federation explained the posture on situation in South Ossetia.
16:52 – Russian operation staff announced that Russian bomber Tu-22 was shot down over Georgia by an anti-aircraft missile system, probably S-200.

18:17 – The de facto President of South Ossetia Eduard Kokoity informed that in the afternoon, the Georgian Army made second attempt to attack Tskhinval. This attack was repulsed.
18:25 – Georgian Olympic Committee conceded the withdrawal of national team from Beijing in connection with warfare in the country.

18:47 – The Spokesperson of the President of Abkhazia Kristian Bzhania stated that the operation in the Kodori Valley went on and that Abkhaz troops hadn’t penetrated the territory controlled by the Georgian Army up to that time.
18:50 – Georgian special troops penetrated the northern margin of Tskhinval where they threw grenades into the cellars of houses in military camp in which women and children had been hiding according to Russian media.
18:57 – Vladimir Putin came to Vladicaucas with the aim of holding negotiations about providing aid to South Ossetia.
19:00 – Vladimir Putin paid a visit to a hospital in Vladicaucas and met refugees.
19:01 – Abkhaz troops launched a couple of missiles on military objects in western Georgia.
19:19 – South Ossetian Defence Ministry announced that several Georgian tanks broke through the defence line and entered Tskhinval. South Ossetian troops destroyed three tanks, which, however, were followed by Georgian infantry.
19:44 – Visiting the injured in state hospital Mikheil Saakashvili said that he would address Dmitry Medvedev with the request for a ceasefire and the launch of peace talks.
19:56 – The Russian Defence Ministry and Russian President’s Press Service informed that they hadn’t received any request from President Saakashvili.
20:00 – The situation in Tskhinval escalated. The Georgian Army launched an intensive bombardment of the town and Georgian troops were seen in some of its parts. Mikheil Saakashvili informed of the killing of sixty members of Russian special troops.
20:17 – Vladimir Putin said that Georgian territorial integrity suffered a fatal blow.
20:22 – Georgian President Mikheil Saakashvili asked Russian President Dmitry Medvedev to declare a truce.
20:29 – Fights were under way near the village of Djava. Three south Ossetian soldiers had been taken to local hospital.
20:33 – Georgian tanks attempted to take control of the Zar Road connecting North Ossetia and Tskhinval. Tskhinval kept on defending. Residential districts were shelled by howitzers, artillery, armoured vehicles and Grad rocket launchers.
20:53 – The UN Security Council made the decision to hold new consultations on the situation in South Ossetia.
20:36 – Several Georgian military vessels sought to obtain access to Abkhaz coast. This was prevented by Russian Black Sea Fleet which opened fire on them.
20:37 – Vladimir Putin pledged to earmark 10 billion rubbles for the restoration of Tskhinval and 500 million rubbles for the accommodation of refugees from South Ossetia in North Ossetia.
20:45 – Vladimir Putin stated that from 2nd to 9th August, the Russian Federation accepted 34,000 refugees from South Ossetia. A part of them returned home. Thus the total number of refugees amounted to 22,000 persons at that moment according to Putin.
20:51 – Russian Emergency Ministry plane carrying medicines and foods for refugees arrived in Vladicaucas.
20:53 – In a joint statement, the Presidents of Estonia, Lithuania, Latvia and Poland denounced Russian Federation’s military actions against Georgia and questioned the position of Russia as a strategic partner of the EU
20:57 – News about the intention of Georgian national Olympic team to return to Georgia appeared. Later on, however, the media informed that the decision had been changed.
21.04 – The Spokesperson of the President of Abkhazia Kristian Bzhania said that the Abkhaz Army entered the Gali district.
21:20 – According to latest information Russian Black Sea Fleet prevented Georgian military vessels from approaching Abkhaz coast.
22:24 – France appealed to the Russian Federation and Georgia to withdraw their troops from the region.
22:37 – In Tbilisi, a protest against the war in South Ossetia called “Stop Russia!” began.
22:59 – The Russian Defence Ministry declined officially the news brought by Georgian media about the explosion of the Roki Tunnel connecting North and South Ossetia.
23:00 – Battles for Tskhinval went on.
23:12 – Journalists from the television channel “Vesti”, who had come under fire, were taken to hospital in Vladicaucas and operated on.
23:25 – South Ossetian Health Minister Vladimir Legkoyev announced that a hundred inhabitants of South Ossetia including six children had been hospitalised in hospitals in South Ossetia.
10th August, 2008
02:59 – The Secretary of Georgian Security Council Alexander Lomaya said that there had been fights for the control over the Priss Heights above the town of Tskhinval during the whole night. Georgian troops were relocated in the aftermath. According to the Press and Information Committee of South Ossetia one Georgian bomber had been shot down and 12 Georgian tanks had been destroyed in Tskhinval. Furthermore, one Georgian sniper and two shooters had been killed. At least 50 persons had been killed and 200 had been injured in the town.
02:59 – According to the agency Interfax referring to the Georgian Foreign Affairs Ministry 45 soldiers and 40 civilians had been killed on Georgian side.
02:59 – The de facto President of South Ossetia Eduard Kokoity appealed to volunteers prepared for going to the aid of South Ossetia to wait up or to come in an organised way. He justified it by sufficient presence of the Russian Army in the region.
02:59 – In the aftermath of shelling of Russian military convoy Lieutenant General Anatoliy Hrulev and journalists of the Vesti-24 channel television crew suffered injuries. Subsequently, they were rushed to hospital by a helicopter.
03:00 – The Chief Commander of Joint Peacekeeping Forces Marat Kulakhmetov said via the television channel Vesti-24 that enemy troops were getting ready for the restoration of military operations. He added that there was neither process of peace talks nor mutual agreements between enemy parties.
03:04 – The Permanent Representative of the Russian Federation to the UN Vitaly Churkin declared for the agency Interfax that it was necessary to classify the steps made by Georgian authorities in the unrecognised Republic of South Ossetia as genocide. According to him the humanitarian disaster as well as the fact that tens of villages had been wiped off the face of the earth was obvious.
03:11 – Around 30 injured were hospitalised in the Rostov Regional Military Hospital. The Agency Interfax referring to a representative of North Ossetian police reported that 5,000 people had been transported to the territory of North Ossetia the previous night.
03:15 – Dmitry Medvedev informed of the intention to charge the military prosecutor’s office with documenting and investigating of crimes against the inhabitants of South Ossetia.
03:45 – During the meeting with President Medvedev, Vladimir Putin said that as soon as there were suitable conditions in South Ossetia, a new hospital of the Russian Emergency Situations Ministry would be established. He at the same time confirmed Russian Government’s intention to earmark 10 billion rubbles for the restoration of the town of Tskhinval and border regions.
03:50 – The Russian Emergency Situations Ministry sent 120 tons of foods to people residing permanently in South Ossetia, namely meat and fish cans, buckwheat and infant food.
07:55 – Russian bombers started to attack the village of Azhara in the upper part of the Kodori Valley. According to Georgian media the village of Urta in the Zugdidi district, where Georgian Interior Ministry’s special forces were supposed to be, was bombed.
09:00 – Russian Ombudsman Vladimir Lukin proposed the foundation of an international tribunal for South Ossetia.
